The Admin Panel is for whoever runs the WakaERP platform, not for a business using it. It creates and manages tenants, their plans, their owners, and their module overrides.
Module control does not conflict
A platform admin and a business owner each have their own module switches, stored separately, so neither overwrites the other. Force-enable beats force-disable beats the owner's own choice. Each side can see the other's: the owner sees "Disabled by platform admin", and the admin panel shows "Owner turned this off".
Access is granted by email allow-list, not by a role, so it cannot be handed out from inside a tenant.
